Membership Standards, Entry & Ongoing Criteria for Premier Rugby

  EC = Entry Criteria                    LS = Introduce 2001/02

  IT = Introduce thereafter          TG = Target

Club must be Limited Liability Company

Club must disclose ownership structure to satisfaction of PR & ER Boards, later changes in ownership must also be disclosed

Players must sign standard contract

Board must incl. 2 non-executive directors

PR have right to appoint independent non-executive director to Club Board.

CLUB ADMINISTRATION

By 31 March make appointments covering key areas: Chief Executive, Financial Controller, Director of Rugby/Head Coach, Commercial Manager, Academy/Youth Development Manager, Community Development Marketing Manager.

Head coach to be appropriately qualified

Club must have appropriately qualified & equipped medical staff by 31 March, attending matches at all levels. ON-GOING - REVIEW & IMPROVE 

Club to establish programme of Community Development involving local schools, colleges & Clubs & submit plans to PR & be led by appropriately qualified employees.

ONGOING - Set Employee Qualification Criteria 

Club to provide adequate stewarding at home games

Club to manage & operate a rugby academy in line with PR policy or ER policy as & when agreed.

Club to participate in Elite coaching & refereeing programmes introduced by ER.

ONGOING - Part 2001/02 / Part introduced thereafter.
