I think that there should be two options, in descending order:
1. Obviously beyond the line
2. Foot in touch

The questin is what is the Law, not what should it be.

I always thought that if the ball or player holding it is on the line or beyond it, it is in touch.

... Unless a player catches the ball with one foot in touch/one in play, thats touch also.....

The ball is in touch when it is not being carried by a player and it touches the touchline or anything or anyone on or beyond the touchline.
The ball is in touch when a player is carrying it and the ball carrier (or the ball) touches the touchline or the ground beyond the touchline. The place where the ball carrier (or the ball) touched or crossed the touchline is where it went into touch.
The ball is in touch if a player catches the ball and that player has a foot on the touchline or the ground beyond the touchline. If a player has one foot in the field of play and one foot in touch and holds the ball, the ball is in touch.
If the ball crosses the touchline or touch-in-goal line, and is caught by a player who has both feet in the playing area, the ball is not in touch or touch-in-goal. Such a player may knock the ball into the playing area.
If a player jumps and catches the ball, both feet must land in the playing area otherwise the ball is in touch or touch-in-goal.
A player in touch may kick or knock the ball, but not hold it, provided it has not crossed the plane of the touchline. The plane of the touchline is the vertical space rising immediately above the touchline.

A few opinions. So who is right?

Of course theres always the one when the touch judge or ref says it's in touch, when its not.

It isn't still in play. But Derek Bevan once waved play on when that happened at CAP.

Which is why, whenever he refereed at CAP, some of the crowd would shout "Play on mun Bevan" when the ball bounced back onto the field.

Incidentally, I am nowhere near as old as this post might suggest.

Sort of. I remember the crowd shouting "play on" at Bevan EVERYTIME he reffed at CAP and (probably) my dad gave me the explanation.

The important part of the Law for this is:

"The ball is in touch when it is not being carried by a player and it touches the touchline or anything or anyone on or beyond the touchline."

As soon as the ball hits the stand, tree, spectator it's in touch. If it crosses the line in the air and gets blown back by the wind then it is still in play.

Shrek has it spot on.

The most important point is that TWO elements are vital.

The Ball

and

The Player

Either the ball or the player can have crossed the line of touch BUT on their own neither means the ball is IN touch.

Critical points:

The touchline is "in touch" (unlike football!)

A player standing in touch can play the ball without the ball being deemed to be "in touch"

If both the player and the ball he makes contact with have crossed the plane of touch (as described above) the ball is "in touch"
If only one (of Ball or player) has the crossed the line of touch then other issues come into play.

Blue Player in touch; ball in field of play Blue Player catches ball Touch (if ball was moving then blue throw to line out: If Ball stationary Blue's opponnents have the throw).

Blue player in touch ball in field and blue touches but does not hold the ball eg Tap back or grumbber kick = Play on

Blue player in FOP ball crossed the plane of touch blue player catches the ball = Play on.

The really tricky one (highlighted by Skrekogre) Blue player jumps for the ball that has crossed the plane of touch if he taps the ball back then play on but if he catches it whilst in the air and then passes the ball back it will be touch if he lands in touch but not if he lands in the field of play!

Spare a thought for the poor AR/TJ.
