A health, education and sport campus owned by the people of Cornwall for the people of Cornwall
Executive Summary
In the last 18 months the Stadium for Cornwall has pivoted from a privately owned sports stadium to a Cornish owned health, education and sport campus at the beating heart of its community.
It now represents what the Stadia of tomorrow must be: multi-purposed, multi-faceted, providing for its community day in day out, and sustaining itself financially with a 365 day per year business model.
Ownership – it is now vested in a Community Interest Company to protect the asset for the community, led by leaders with strong track records of success across sport, education and health.
Innovation – this will be the UK’s first specialist Stadium Concussion Centre, serving football and rugby on match days, and all sportspeople with head injury concerns for the rest of the year. The team is working with DCMS advisors to test and showcase the best tech to protect players.
Health, Education, Entertainment – over three floors and an all-weather pitch, in partnership with established providers, the Stadium will provide a multitude of health services, FE & HE courses, conferencing, leisure and sports entertainment.
Outreach and Inclusion – The largest venue in Cornwall it will be an iconic hub for sports, schools, charities, and commercial events. It will house and fund a Cornish sports charity to take diverse health generating activities out from its doors into the community. A community desperate to feel these benefits and build back physical and mental health after years of neglect.
Metrics
The capital cost will be £28.1m of which £14.1m is committed and Govt being asked for £14m. The ten-year operational plan breaks even in year 1 and increases to a £3M turnover with £250k surplus over ten years. A private funder has underwritten £300k losses for ten years if required. Treasury Green Book calculations value the Benefit Cost Ratio on £14m at 4.7 over ten years.
Summary
This will become a UK first, a unique and iconic example domestically and internationally of innovation in Stadium purpose, design and operation to build long term healthier communities
