Mallett has ruled out of the running saying he was honouring media contracts which run until 2015.
The former South Africa head coach had been widely tipped as Davies's successor.
He is currently employed as a pundit by South African broadcaster SuperSport and says he willonly consider a new job after next year's World Cup.
Mallett said: "My position has not changed (since being linked to England in 2011).
"I'm not interested in coaching Premiership or French professional rugby.
"I'm contracted to SuperSport until the end of 2015 and will look at international opportunities or to stay with SuperSport after the World Cup."

The former South Africa head coach was understood to be a leading contender on the Cherry & Whites' shortlist for the vacancy.
Gloucester are targeting a hard-nosed candidate, who has experience at the top end of the game, to succeed Nigel Davies, who was axed from the post on Monday.
But Mallett, who previously coached Stade Francais to consecutive league titles, has delivered a hammer blow to any hopes that he could fill the position by declaring he is not interested in a return to European club rugby.
He is currently employed as a pundit by South African broadcaster SuperSport and declared he would only consider an international appointment following next year's World Cup.
